The 2018 Pro was the first iPad to take USB-C, and those early sockets have now done a great many plug cycles. A port that charges only when the cable is held at an angle, or that has stopped passing data while still taking power, is usually simple mechanical wear.
The connector is soldered to the logic board, so replacement is microscope work rather than a part swap. We test the charging circuit first, because a board-side fault produces exactly the same symptoms and a new port would not touch it. Face ID and charging are both re-checked before handover.
