We test the phone before quoting, because a port that will not charge and a charging circuit that will not charge look identical from the outside, and a new port does not fix the second one. Start with a different cable and a different plug - that alone settles a fair share of these.
If it is the port, it is replaced and tested for charging and for data. Be aware this is a long bench job on the 17: the port assembly sits deep in the phone behind dozens of screws, so it is priced as the strip-down it is rather than as a quick swap.
